A former USB banker who exposed massive tax evasion by American citizens says the CIA leaked the Panama Papers, a collection of 11.5 million confidential documents providing detailed information on large scale efforts to hide assets in offshore tax havens.

“The CIA I’m sure is behind this, in my opinion,” Bradley Birkenfeld told CNBC.

Birkenfeld pointed out the leak is primarily directed at enemies and adversaries of the United States.

“The very fact that we see all these names surface that are the direct quote-unquote enemies of the United States, Russia, China, Pakistan, Argentina and we don’t see one U.S. name. Why is that?” Birkenfeld asked. “Quite frankly, my feeling is that this is certainly an intelligence agency operation.”

Birkenfeld, who spent time in prison for abetting tax evasion by one of his clients at the Swiss bank, described the UK Prime Minister David Cameron as collateral damage. Cameron’s father-in-law was identified as a client of a Panamanian law firm that specializes in helping the wealthy avoid paying taxes.
